Cesar Bailleux was born in Maastricht, but he came to Antwerp in 1959.

Bailleux studied at the Academy of Fine Arts from his hometown from 1956 to 1958 and continued his studies at the National Higher Institute for Fine Arts in Antwerp in 1959 and from 1963 to 1965.

In 1970 he obtained the Prize for Young Belgian Sculpture.
